History of population censuses in our territories

 

Conducting the censuses in our country has the long-lasting tradition that can be monitored since 1834, when, in the modern sense of this word, the first census was completed on the territory of Serbia. Since that “census of people”, up to World War I, the censuses were carried out in five - year periodicity. It demonstrates that the mentioned historical period was very dynamic and it provoked frequent recording of changes in territorial distribution and composition of population, also including the economic properties, particularly in released parts of the country. Therefore, the data from the early censuses have enormous historical importance even nowadays.
In the period between two World Wars, there were only two censuses of population in Yugoslavia, in 1921 and 1931. The census planned for 1941 was not conducted due to beginning of World War II. After the War, because of the urgent need to collect data in the shortest possible period, especially regarding damages and casualties of the War, in order to submit requests to international forums for compensation on account of the ravages of the War, based on objective statistical documentation, the so- called “shortened census” was conducted in 1948 and afterwards, in 1953, the first complete census of total post-war population was carried out. Starting from 1961 census, according to UN recommendations, the ten-year periodicity of conducting the population censuses was established again, so that in the following period, the censuses were conducted in 1961. 1971. 1981 and 1991.  
Respecting international recommendations on periodicity of census conducting, it was planed to conduct the first census in 21st century in April 2001. However, the state authorities of Montenegro and later also authorities of Serbia agreed to postpone the census for the following year. Shortly before the new dates of the census conducting, in March 2002, Republic of Montenegro suggested new postponement of the census, while in the Republic of Serbia it was decided to conduct the census, but only including the territories of Central Serbia and AP Vojvodina. Regarding the territory of AP Kosovo and Metohia, the census was not conducted due to lack of conditions to perform it.

Pilot Census of Population, Households and Dwellings 2009

 

The Pilot Census of Population, Households and Dwellings in the Republic of Serbia was conducted in the period from 1st until 15th April 2009. The Pilot Census was conducted in 36 municipalities and 40 settlements on the sample of 50 enumeration areas (what amounts to 0.1% of the total number of enumeration areas). The Census included 10.628 persons and 4.262 dwellings.

It is aimed at checking, through a simulation of all census activities, prepared methodological and organizational issues in order to eliminate on time all the possible lacks and train statistical and IT staff for the Census 2011.

The following Census of population, households and dwellings on the territory of the Republic of Serbia will be conducted in April 2011.
The Office will, on its website, present information on the activities regarding the census preparation.
In scope of organizational and methodological preparations of 2011 Census of population, households and dwellings, the conference namedCensuses  in the Republic of Serbia 2011 will be organized in Vrnjacka Banja, in the period 14-16 October 2009.

Pilot census of population, households and dwellings, November 1-15, 2009
– education of Roma people  


The Statistical Office of the Republic of Serbia, in cooperation with Swedish International Development Agency (SIDA), will conduct the survey “Pilot Census of population, households and dwellings, 2009 – education of Roma people” in the period 1-15 November 2009.
Pilot census will be conducted in 24 enumeration areas in which, according to 2002 Census of population, households and dwellings, share of Roma people was the highest, related to total population.
Pilot census will include about 4 thousand households and 16 thousand persons.
The main aim of pilot census is training certain number of Roma people for active participation in organizational preparations and activities in the field during 2011 Census of population, households and dwellings. Additionally, establishing mutual confidence and cooperation between official statistics and Roma people related organizations is particularly important, as it is the main precondition for obtaining quality data on total number of Roma people in the Republic of Serbia, also including the data on main socio-demographic characteristics of the members of this ethnic group.
